National Programme Framework (TLCHPCEP)

Urithi ni Uhai wa Tanzania

"Preserving Tanzania's Cultural Identity for Present and Future Generations"

Tanzania is home to over 120 ethnic communities rich in traditions, languages, oral histories, and indigenous knowledge. However, rapid modernization, urbanization, and declining intergenerational knowledge transfer threaten to erase this intangible heritage. Established by Shimulimuli Heritage Foundation (SHF), this Programme provides a national framework for identifying, documenting, digitally archiving, and promoting living cultural assets while placing local communities at the center as primary custodians.

The Six Strategic Programme Pillars

Pillar 1: Cultural Documentation & Knowledge Preservation

Systematic recording of oral histories, traditional ecological knowledge, indigenous languages, ceremonies, performing arts, and traditional craftsmanship.

Pillar 2: Community Empowerment & Participation

Empowering elders, traditional knowledge holders, and local youth through community heritage teams, capacity building, and local governance.

Pillar 3: Cultural Festivals & Public Engagement

Organizing regional festivals, authentic traditional music/dance showcases, food heritage exhibitions, and intercultural dialogues across Tanzania.

Pillar 4: Digital Cultural Heritage Innovation

Building the Tanzania Digital Heritage Ecosystem, interactive GIS cultural maps, virtual museums, and secure long-term multimedia archives.

Pillar 5: Cultural Economy & Sustainable Development

Connecting artisans, lineage tour guides, and local vendors directly to global markets, sustainable tourism, and creative micro-enterprises.

Pillar 6: Research, Education & Knowledge Exchange

Partnering with universities, research institutions, and schools to develop heritage learning resources, academic repositories, and field research.
